Aircraft Accident Board Criticizes Coast Guard

The Aircraft Accident Investigation Board (AAIB) issues harsh criticism of the Icelandic Coast Guard in its recent report on an accident which occurred when the nose wheel of Coast Guard aircraft TF-SYN broke during landing in the Faroe Islands on October 1, 2004.

The AAIB concluded that the Coast Guard had not followed regulations as strictly as they should have; they had used a defect spare part in the landing gear and an extension for the permission to use the nose wheel equipment had expired, Morgunbladid reports.

The report compliments air mechanics for having refused to install illegal equipment in the airplane’s landing gear, but criticizes their superiors for having forced them to do it anyway.

The report also criticizes the Ministry of Justice for failing the Coast Guard with insufficient funds. Minister of Justice Björn Bjarnason, who is also the highest-ranking officer of the Coast Guard, said he would not comment on the report yet because he hadn’t read it in detail.

Bjarnason however said that many things had changed in the four years which it took the AAIB to investigate the accident, pointing out that the situation of the Coast Guard’s aircraft division in 2004 and 2008 was incomparable and therefore the report only has historical value.

“The operation of the Coast Guard’s aircraft division has gone through extensive changes in a short period of time and hopefully all changes were for the better,” Bjarnason said in a letter sent to Morgunbladid.

Bragi Baldursson, assistant director of the AAIB, said it is unacceptable that it has taken the board four years to complete the investigation of the accident in the Faroe Islands, explaining that the delay had been caused by changes made to the investigation committee and the investigation being complicated.
